The Government (2005-2009) wishes to support female entrepreneurs, and to grant NOK 10 million to women who already have established a company. The program is named after former prime minister Gro Harlem Brundtland.

The project Fostering Caring Masculinities (FOCUS)
The project aims at examining and improving men’s opportunities for balancing work and private / family life, and encouraging men to share in tasks related to care. To reach this goal the project will focus on companies' framework conditions with respect to their perceptions of men as actors and target groups in equality policies. This project involves five countries: Germany, Iceland, Slovenia, Spain and Norway.

The Project ROSA
The project informs, coordinates assistance, and finds safe houses for victims of trafficking 24 hours a day. The webpage, www.rosa-help.no, has information about assistance, rights and protection for trafficking-victims. Trafficking-victims, state institutions, voluntary organizations, lawyers and everyone else who has questions related to trafficking can call: 22 33 11 60 and get guidance and help. ROSA was founded with support from the Ministry of Health and Social affairs.

Sexhandel.no
Sexhandel.no is a website financed by the Plan of Action to Combat Trafficking in Women and Children, made by the Government of Norway. The purpose of the website is to curtail the demand that creates a market for human trafficking. The website is meant to encourage a debate and to draw attention to the link between prostitution and trafficking.

A meeting place for women and children from the Roma people
The Ministry of Education and Research will establish a meeting place for women and children from the Roma community in Oslo. The purpose of this project is to help establish better adapted educational services and to strengthen the motivation to attend school. This is presented in the 17th / 18th Periodic Report Submitted by Norway under Article 9 of the International Convention on the Elimination of All Forms of Racial Discrimination.

Ethical guidelines for the Norwegian Government Petroleum Fund
Ethical Guidelines for the Government Petroleum Fund were presented in the Revised National Budget 2004. The Parliament endorsed the proposed guidelines, and the Ministry of Finance made them effective from 1st December 2004. As of 1st January 2006, these guidelines apply for the Government Pension Fund - Global. A Council on Ethics provides an evaluation of whether investments in specified companies are consistent with the ethical guidelines. Companies are excluded from the investment universe where there could be an unacceptable risk of contributing to serious or systematic human rights violations, such as murder, torture, deprivation of liberty, forced labour, the worst forms of child labour and other child exploitation, serious violations of individuals’ rights in situations of war or conflict, severe environmental damages, gross corruption or other particularly serious violations of fundamental ethical norms.

Ethical Guidelines for Government Employees prohibiting the Purchase and Acceptance of Sexual Services
On 17 October, 2002, the Norwegian government resolved to introduce ethical guidelines for civil servants to prohibit the purchase and acceptance of sexual services. The reason for the resolution is the increasing problem posed by international prostitution and the trafficking of women and children for sexual purposes. Demand for sexual services forms part of the basis for such trafficking.

This leaflet put forward 30 new measures in several different areas. Combating forced marriage is a community concern and also therefore a community responsibility, according to the Government.

Domestic violence coordinators in the police
In 2002, a system of domestic violence coordinators was established in each of Norway’s 27 police districts. The role of the coordinators is to ensure that the police show understanding and insight in their encounters with victims and their next-of-kin. Instructions were issued to the police in 2002 specifying how to handle cases of domestic violence. The instructions include an overview of practical measures to protect persons exposed to violence and threats. The Directorate of Police has prepared a handbook for police handling of domestic violence, which was distributed to all police districts in June 2002.

Women towards Ownership in Business and Agriculture is a European project about women’s access to ownership. The overall objective of the project is to stimulate women as active owners in business and agriculture and thereby strengthen their position and decision-making in the economy. The aim is to motivate women to use their potential power as owners more actively, especially through participation in company boards and top management.
